Dieses Flugblatt wurde auf dem Vorbereitungstreffen für das Europäische Sozialforum vom 18.-20. Juni in Berlin verteilt. Bisher hat es keine Entscheidung darüber gegeben, ob es einen Jugendraum beim ESF geben wird. Für mehr Infos siehe REVOLUTION Nr. 4.

REVOLUTION hat den Vorschlag für einen Jugendraum und eine Jugendversammlung bei allen Vorbereitungstreffen zum ESF in London eingebracht. Wir haben uns dazu entschlossen, weil wir glauben, dass die Jugend sich selbst organisieren soll und die darin liegende Kraft nutzen, um die spezifische Form der Unterdrückung zu bekämpfen, unter der Jugend im Kapitalismus leidet.

Diese Frage wurde auf skandalöse Weise von der Bewegung ignoriert. Dabei ist diese Frage von zentraler Bedeutung, wenn wir wirklich eine Massenbewegung gegen den globalen Kapitalismus aufbauen wollen, die eine neue Welt errichten kann. Jugendliche waren immer und immer wieder an der Spitze des Kampfes und ein Katalysator für soziale Veränderungen – und wir werden das auch in Zukunft sein.

All jene, dies bisher den Vorschlag für einen Jugendraum und eine Jugendversammlung blockiert haben, haben sich nicht geringem schuldig bemacht als der Unterdruckung und sozialen Ausgrenzung der Jugend. Frauen, schwarze oder asiatische GenossInnen wären zurecht empört, wenn ihnen in der Bewegung das Recht auf eigene Treffen verwehrt würde. Aber es scheint als wäre die Unterdrückung der Jugend durch den bisherigen Prozess legitimiert. Uns wurde zum Schein versprochen, dass Jugendliche auf alle den Plattformen des ESF repräsentiert sein würden. Jetzt fehlt auch das in den meisten Programmvorschlägen.

Es wird eine Jugendversammlung am Europäischen Sozialforum in London geben, und zwar am Donnerstag. Sie wird von den unterzeichnenden Gruppierungen organisiert und für alle Jugendliche offen sein. Die Berliner Vorbereitungsversammlung muss sich die Frage stellen, ob sie die Jugend vom „offiziellen“ Prozess ausschließen will. Wir fordern sie dazu auf, das nicht zu tun. Wir fordern sie dazu auf, dass die Versammlung im Alexandra Palace am Donnerstag vor Beginn des ESF stattfindet und im Programm des ESF angekündigt wird. Alles ändere käme dem Verhalten autoritärer Lehrer und unterdrückerischer Eltern gleich.

Auf der ganzen Welt leiden Jugendliche unter der Verweigerung ihrer demokratischen Rechte – sie werden unterdrückt. Zu Hause wird uns die finanzielle und juristische Unabhängigkeit verweigert; wir werden oft in repressiven und tyrannischen Familienverhältnissen gefangen gehalten. Außerhalb wird uns eine ordentliche Bildung verweigert und wir werden zu superausbeuterischen Billigjobs gezwungen.

Politische Organisationen und Bewegungen können nicht vermeiden, dass diese systematische Unterdrückung in ihren eigenen Organisationsmethoden reproduziert wird, wenn keine bewusste Entscheidung getroffen wird, sie zu bekämpfen, sowohl in der Gesellschaft wie in der Bewegung selbst.

Eine der effektivsten Methoden, um die Unterdrückung der Jugend in der Gesellschaft zu bekämpfen, ist es, uns zu ermöglichen, uns zu organisieren. Deshalb glauben wir, ein selbstorganisierter Jugendraum im Herzen des ESF im Alexandra Palace stattfinden sollte und – das ist entscheidend – nicht am Rande des Ereignis in einem Ghetto.

Die anti-kapitalistische Bewegung ist auch durch das Hervortreten einer neuen jungen Generation von KämpferInnen gegen Neoliberalismus und Krieg charakterisiert. Aber gleichzeitig tauchen junge Menschen unter den RednerInnen am Sozialforum kaum auf. Die Selbstorganisierung ist ein Weg, der es uns ermöglicht, einen Platz im Zentrum der Bewegung einzunehmen – und uns außerdem eine mächtige politische Stimme verleiht.

Außerdem brauchen wir eine Strategie, um unsere Bewegung voranzubringen, damit es zu einer ernsthaften Herausforderung für die Kriegstreiber und Neoliberalien wird. Deshalb ist es wichtiger denn je, dass das ESF zu einem Forum wird, in dem das Schaffen von Netzwerken und das Treffen von Entscheidungen über gemeinsame Aktionen stattfinden kann. Da es die Jugend ist, die in der ersten Reihe der Bewegung steht, wenn es um Aktion geht, ist es wichtig, dass innerhalb des Programms Platz für eine Versammlung geschaffen wird, in der politische Diskussionen und Entscheidungen über gemeinsame Aktion von der Jugend selbst gemacht werden können.

Doch wir wollen nicht nur einen Raum ausschließlich für die jungen AktivistInnen, die die Erfahrungen der Riesenmobilisierungen gemacht haben – wir müssen die Teilnahme von Tausenden Jugendlichen fordern, die neu sind, nicht nur in unserer Bewegung, sondern in der Politik selbst. Leider muss die Vorbereitung des ESF zur Zeit für jeden, der neu ist, unmöglich kompliziert und entmutigend erscheinen. Deshalb haben Jugendliche bisher keine wesentliche Rolle bei der Planung und Gestaltung des Forums gespielt. Dieser Vorschlag ermöglicht es uns, Jugendgruppen und Individuen in den Mittelpunkt des Forums zu stellen und ihre aktive Teilnahme an allen Aspekten der Bewegung zu fördern.

• einen Raum im Forumsgelände (nicht weit von anderen Veranstaltungen, da eine große Entfernung den Jugendraum zu einem politischen Ghetto machen würde), wo es Stände, Räume für auf die Jugend bezogene Seminare/Workshops und Kulturveranstaltungen gibt. Damit können wir alle sehen, wer da ist, wer was tut und wer was zu sagen hat. Außerdem soll es Räumlichkeiten geben, wo Treffen spontan organisiert werden können, um Ideen aus anderen Workshops weiter zu diskutieren oder Vorschläge für gemeinsame Aktionen auszuarbeiten.

• Jugend-Veranstaltungen im ESF-Programm sollen mit einer besonderen Farbe oder auf einer separaten Seite innerhalb des Programms abgedruckt werden, so dass die Ort und Zeit der auf die Jugend bezogene Seminare/Workshops und Kulturveranstaltungen kenntlich wird.

• eine Jugendversammlung, um die Themen der Veranstaltungen zusammenzuführen, Strategien und Ideen zu diskutieren, und – am wichtigsten – Entscheidungen zu treffen über gemeinsame Aktionen und Kampagnen zu treffen.

Wir fordern das ESF-Vorbereitungstreffen in Berlin dazu auf, diese Vorschlägen anzunehmen und einen Arbeitskreis zu ihrer Durchführung zu schaffen.

REVOLUTION have put forward the proposal for a Youth Space and Assembly at the 2004 London ESF at all the meetings during the planning process. We did so because we believe that young people should seize the power of self organisation to challenge the specific form of oppression they suffer under capitalism.

This is an issue that has been scandalously ignored by our movement and one that we must take seriously if we are to build a mass movement against global capitalism that really can build another world. Young people have always been at the forefront of struggle and a catalyst for social change and we will be again.

Those that have blocked the proposal so far have shown themselves up to be guilty of nothing less than oppression and social exclusion. Women, Black and Asian comrades in the movement would quite rightly be in uproar if this were to happen to them but it seems that the oppression of young people is legitimated by this process.We were promised – in what was a typical act of tokenism – that young people would appear on all platforms at the ESF. Even now this to has dropped off the programme proposals.

There will be a Youth Assembly on the Thursday at the 2004 ESF in London. Held by the organisations listed below and open to all young people. The question now is does the Berlin Assembly want to exclude youth from the ‘official’ process. We ask that it does not and that it allows the Assembly to take place at Alexander Palace on the Thursday before the main event and that it is advertised in the programme of the ESF. Anything less would be the actions of bullying teachers and oppressive parents.

Across the globe young people suffer from a denial of basic rights – they are oppressed. At home we are denied the right to financial and legal independence and remain trapped in often repressive and bullying family relationships. Outside of the home we are deprived of decent education and forced into super exploitative low paid jobs.

Political organisations and movements cannot escape this systemic oppression being replicated in their own methods of organisation without making a conscious decision to challenge it both in society and within the movements themselves.

One of the most effective ways of challenging the oppression of young people within society is by allowing us to organise. That’s why we believe that a self-organised youth space should be at the very heart of the ESF in Alexandra Palace, and – crucially – not a ghetto on the fringes of the event.

The anti-capitalist movement has been characterised by the emergence of a new young generation fighting back against the brutality of neo liberalism and war. Yet on the platforms of the Social Forum movement young people are barely to be seen. Self-organisation is one way in which we can propel ourselves forward to the centre of the movement – and give ourselves a powerful political voice.

Moreover, we need a strategy to take our movement forward so that it can become a real challenge to the power of the warmongers and neo-liberals. That’s why it’s ever more important that the ESF becomes a forum in which networking and decision making on joint action can take place. Given that it is young people who have been at the forefront of the movement in taking action it is vital that space is allowed within the timetable for an assembly to take place in which political discussions and decisions on joint action can be made by youth.

But we do not only want a space exclusively for the young activists who have experience of the great mass mobilisations – we need to encourage the participation of thousands of young people new, not just to our movement, but to politics itself. Unfortunately at present the organisation of the ESF can seem impossibly complex and discouraging to young people coming to it for the first time. And indeed young people have not played a major role in shaping and planning the forum up to the present. This proposal gives us a way to bring youth groups and individuals to the heart of the forum and to encourage participation in every aspect of it.

• A physical space within the forum buildings (not far from the other venues as this will ghettoise the debates and events that take place) where there can be stalls, rooms for youth related or organised seminars/workshops, and cultural events. This way we can all see who else is there, what they do, and what they have to say about it. Also, a space where meetings can be organised spontaneously, to follow up ideas that come out of the other workshops, or to work on proposals for joint action.

• A “theme” within the timetable – highlighted by colour coding or reprinted as a separate list within the programme – showing the times and locations of youth related or organised seminars/workshops and cultural events.

• A youth assembly to bring together the themes of the meetings, discuss strategy and ideas and finally, but most importantly, take decisions on common actions and campaigns. We ask the ESF Preparatory Assembly in Berlin to commit itself in principle to these proposals and set up a working group for their application.
